TDOE Seeks Contractors for Program Review of Tennessee Schools for the Deaf

Background
The Tennessee Department of Education (the department) is currently searching for a director of schools for the Tennessee Schools for the Deaf (TSD) following Dr. Vicki Kirk’s announcement that she will retire on June 30, 2021. In response to National Deaf Center reporting on Tennessee’s low graduation and employment rate for deaf students, TSD has successfully implemented bilingual programs at the Knoxville and Nashville campuses, but work has not yet begun at the West Tennessee campus in Jackson. Instructional practices and student outcomes vary across the three campuses, and prior to a new director of schools selection, the department will seek an in-depth programmatic review by qualified contractors to ensure that the next director of schools has a firm guide for improving outcomes.
 
Procurement Purpose
The department is seeking up to two qualified contractors to conduct a program review at the TSD. This includes the Knoxville campus, Nashville campus, and West Tennessee campus in Jackson. The purpose of the program review is to assess program quality, viability, and facilitate appropriate program improvement.
